The 1.121 elemental shot should have 7% end cost

The new 5 sec elemental shots cost 10% end on Eden (same as the old 7 sec cast times ones).
On live they cost 7% :

Even though not mentioned in the 1.121 notes, I will claim that they were born with 7% end cost.
