offensive proc on armor

Item Name: adroit possessed inconnu padded crauigh leggings
Steps to reproduce the bug: Use hitback dummy, or duel player , enemy

Anything else that might be helpful: Item is a pair of pants with a dex/qui proc that is incorrectly assigned to a melee weapon proc "When this weapon strikes an enemy". Should be a reactive proc, not volatile- will never proc since its a pair of pants

so i bought this leg and rerolled for like 10+ times , and bought a ring with 20p , and spent hours just to fit this template . and after i played for like an hour and tested for hour also .. i noticed the DQ debuff didnt hit at all !
so after reading the leg .. it says ( when this weapon strikes an enemy ) under the proc not ( when enemy strikes at this armor )
so can you please fix this for me .. cuz im almost broke and spent alot of plats just to do this template hehehe thanks alot !
