TOA - Harpy Feather Cloak

Not sure if a bug but i have been trying to farm harpy feather cloak for three days. I have killed over 60 of the Aedargy harpies up on various towers where the encounter is listed. I also have a guild mate that has been trying all week with the same results. Can you verify that this in not broken. TY
