I am currently ranked 10th in class and 81st in realm for solo kills on the Herald - see the 1st image.
I was curious who was ahead of me so I filtered for Hib solo kills - see 2nd image. According to that I am 5th in class and 65th in realm for solo kills.

I think I may have figured it out. The Top Solo Kills filter seems to only include very recent activity. So if a player hasn't been on that char then I think they fall off the list.
So this may not be a bug per se, but this is still not the way the Herald traditionally has worked. It should show all chars at all times and be consistent with the char summary.
