Crafting quality doesn't match 1.87

In 1.87 the following change to crafting was introduced:

Quality Changes

 - The minimum crafted quality is now 96%. Crafters will now have, roughly, a 24% chance to craft an item that is 96%, 97%, 98%, or 99% quality.

 - Masterpiece (100% quality) chance has not been changed.

I am told that 94% and 95% quality items are still being produced ingame.

There are some other changes in 1.87 about the % chance to skill up, to succeed at crafting, etc, but not sure if you've already incorporated those.

here is a screenshot and logs from 100 crafts of cloth and leather showing 94/95% still being crafted

Bumping this. 94% and 95% crafting is still occurring. It gets more expensive now that we need dragonsworn and perfected armor patterns.

i can confirm even the rune and dragonsworn armors craft at 94% and 95% which are basically vendor trash, they only salvage for 4 arc bars as well.

I did some gloves yesterday and get 3 99% in a row(Dragonsworn things), after this i do arms ( red con for me) ,first try 100% ... i cant remember getting lower than 96% but.. the chance to get high quality crafts seems much high to me.. maybe its broken, maybe its not
