Wolves hibernia starting area quest

Maybe i'm not lucky but wolves in starting area quest seem to have 1 or 2 level higher than usual.
They are at 95% red con to level 4 with 1 or 2 yellow. even blackfang is lower... it's yellow

These wolves can spawn between levels 3-7.

If adventurers continually weed out the lower level wolves, the remaining spawns become the higher levels.
