Siege weights are too heavy now

With 249 in unbuffed str, my tank can carry only two rams without being encumbered. Any more and he risks getting killed/rezzed, or having his buffers killed, and being encumbered and unable to move without buffs due to personal buff timers and group deaths.

This change has contributed nothing to the qualtiy of the RvR, or the enjoyment of the game, but on the contrary, has, with the inclusion of the ridiculous RR5 RA's, made the game far less enjoyable.

What needs to be heavier are trebs. I like their game design, but they should have setup challenges.
