Guild emblem bug?

Unable to add a guild emblem to cloak on my crafting alt that is a friends group guild. I have everything but fletching to 1000+ craft skill level however, when trying to add emblem it says I must be at least level 20 or have 400 in a trade skill to add an emblem. Messed around and tried promoting alt to a higher guild rank and tried re logging after promotion, but still unable. Is there something I am missing here? Attached a screenshot of the in game message that shows when trying to add emblem to cloak along with the trade skill levels.

My crafting alt is only level 3, but as mentioned everything but fletching is 1000+ skill level, and to me the message "level 20 or 400 in a trade skill" means 1 or the other must be met but not both.

Thanks in advanced for looking into this when you are able to! I know this is not high priority compared to other stuff, so I do appreciate it.
